China today is suffering from overwhelming unbalance demand and supply of water resources, due to ongoing industrialization and urbanization drive which will last at least for three decades. To resolve water scarcity, total investment need for China’s water sector during 2006-2010 is estimated to reach RMB 1000 billion, within which the amount for sewage treatment & recycling and water quality improvement, supply security & desalination will respectively be over RMB 330 billion and 300 billion. According to the 11th five-year plan, sewage treatment ratio for Chinese cities by 2010 is set to reach 70%, major cities even up to 80%.

Privatizing and commercializing water industry could be one cure for China’s water shortage and inefficiency problem. Therefore, China has been witnessing growing private water supply and sewage treatment projects. Two main forces are supporting continuous strong growth. Firstly, is the great demand for capitals, technologies and the accordingly diversified invertors and multi channel financing. Secondly, related policy is drafted to support further water industry commercialization. The program for municipal water pricing is being drafted to process further water pricing reform with an aim to maximize interests of operators, investors and the public. With those forces, China's water industry is entering a crucial stage of development. Multi-national & domestic players' strategic planning will fundamentally transform the landscape of the market.
